What is a High Potential Individual Visa UK?

The High Potential Individual visa is available to recent graduates of universities listed on the Global Universities List who are seeking employment opportunities in the UK.

You cannot settle in the UK immediately using the High Potential Individual visa route. However, you may be able to apply from inside the UK to switch to a different immigration route that can lead to settlement, provided you meet the requirements of that route, before your current permission expires. A partner and any dependent children may accompany or be joined by an applicant.

Who qualifies

Graduates who were awarded their qualification within the last five years from a university listed on the Global Universities List; the degree must be equivalent to a UK Bachelor’s, Master’s, or PhD.

Length of stay

Two years for Bachelor’s or Master’s qualifications, or three years for a PhD or other doctoral qualification.

No sponsorship needed

You can work for most employers, be self-employed, or look for work without a Certificate of Sponsorship, subject to the role restrictions set out by UKVI.

English & funds

A minimum B1 English language requirement and £1,270 in maintenance funds (unless exempt), in line with current UKVI rules.

When applying for a Marriage Visitor Visa, you do not need to pay the Immigration Health Surcharge. This visa is for a short, single stay and does not grant access to the UK’s public healthcare system.

The application fee is £880, the Immigration Health Surcharge is £1,035 per year, and an Ecctis fee applies to confirm your qualification level, depending on the service required.

When applying for a Spouse visa, you must pay the Immigration Health Surcharge to cover your healthcare costs while in the UK. Since February 2024, the surcharge has been £1,035 per year, following a 86% increase. For in-country application, it will be for 30 months and out-country application, it will be for 33 months.

A partner and children under the age of 18 on the date of application can apply as dependants if they meet the eligibility requirements.

The Marriage Visitor Visa allows for a single stay of up to 6 months. This visa cannot be extended, and you must leave the UK at the end of this period.

The High Potential Individual route does not lead directly to settlement. Most applicants later switch to the Skilled Worker route or another route that can lead to Indefinite Leave to Remain, if they meet the relevant requirements.

This visa allows you to get married or register a civil partnership, but you cannot work, study, or live in the UK. You must use this visa solely to visit and get married.

Your university must appear on the Global Universities List for the year in which your degree was awarded, as the list is updated annually.

What Is Allowed by the High Potential Individual Visa?

Compared with some other work routes, the High Potential Individual visa allows a broader range of employment activities, subject to specific restrictions set out in the Immigration Rules. Holders of a High Potential Individual visa are permitted to work in the UK, including employment, self-employment, and voluntary work, subject to route-specific restrictions. This means that High Potential Individual visa holders can work, look for work, or change jobs or employers while in the UK, without needing a job offer. Individuals may also engage in self-employment or business activity under this route, provided they meet the relevant conditions and do not require sponsorship.

Are there any restrictions on the High Potential Individual visa? High Potential Individual visa holders cannot access most public funds or the State Pension, work as a professional sportsperson, extend their visa, or apply directly for settlement in the UK under this route.

High Potential Individual visa holders can study in the UK, provided they meet the requirements of Appendix ATAS, where applicable.

As with other work routes, people with a High Potential visa UK can bring their spouse or partner, as well as any children under 18 who depend on them, as long as they meet the standards. Unmarried partners must demonstrate that they have been living together in a relationship similar to marriage or civil partnership for at least two years, in line with the Immigration Rules. Additionally, both partners must show that any previous relationships have permanently ended.

How Long Does the Visa Last?

The length of a High Potential Individual visa depends on the level of the overseas degree-level qualification awarded by a university listed on the Global Universities List.

Permission will be granted for two years where the qualification is equivalent to a UK Bachelor’s or Master’s degree. Applicants holding a qualification equivalent to a UK PhD or other doctoral degree will be granted permission for three years.

What are the Requirements for a UK High Potential Individual Visa?

Those who want to apply for a High Potential Individual visa must meet the requirements set out in Appendix High Potential Individual of the Immigration Rules. The applicant must be at least 18 years old and meet certain requirements about their schooling, English language skills, ability to pay their own expenses, and the validity and suitability of the visa. For applicants from certain countries, a tuberculosis test certificate may be required. In limited circumstances, additional documentation may be required, depending on an applicant’s nationality and immigration history.

Applicants must meet all mandatory eligibility requirements relating to qualification, English language ability, and financial maintenance, as set out in Appendix High Potential Individual.

Education Requirement

If someone wants to get a High Potential Individual visa, they must have earned a bachelor’s or master’s degree abroad in the last five years from a top global university that is on the Home Office’s Global Universities List at the time of the award. According to the Home Office, certain foreign schools are qualified based on rankings such as the Academic Ranking of World Universities, Quacquarelli Symonds, and Times Higher Education’s World University Rankings.

The Global Universities List is published annually by the Home Office. Applicants must ensure their awarding institution appears on the list for the year in which their degree was awarded.

Requirements of the English Language

The person applying for a High Potential Individual visa must be able to understand and speak English at a certain level on the Common European Framework of Reference for Languages (CEFR) scale. With this level of English, you can read, write, talk, and listen to at least Level B1. To get a High Potential visa, applicants must show proof that they can speak and understand English.

If the applicant is a citizen of a country with a large English-speaking population, they will only need to provide proof of identity to support their language requirement. Applicants who have earned an English-taught bachelor’s degree or an English GCSE, A Level, or Scottish National achievement level four or five while in school in the UK will also meet this requirement, as long as they can show proof of the achievement.

Otherwise, a Secure English Language Test (SELT) will be required of all applicants unless they can provide evidence that they have previously fulfilled the English language requirement in a prior application for entry clearance or permission to stay. This includes situations where the applicant is changing to a High Potential Individual visa from within the UK, for example. 

To take an SELT, you must go to a certain test centre. A SELT must be taken with Pearson, PSI Services (UK) Ltd, the IELTS SELT Consortium, or LanguageCert for people who are not from the UK. Applicants from the UK are required to take the exam through Pearson, Trinity College London, the IELTS SELT Consortium, or LanguageCert.

Financial Requirements

To get a High Potential Individual visa, a person must be able to show that they will be able to pay their own way when they get to the UK and not need government help. On the day of the application, you must be able to show that you had at least £1,270 held as cleared funds in a personal bank account.

The person applying for a High Potential Individual visa must be able to show that they have had the money in their account for at least 28 days, but no more than 31 days before they apply. People who are already in the UK and want to switch to this route will not have to show proof of funds as long as they have been there for at least one year.

Needs for Suitability

Suitability requirements include things like character and immigration background. If you don’t meet the standards for suitability, your application will be turned down. All people who want to get a visa must meet the requirements in Part 9 of the Immigration Rules. Some examples are

  • When the applicant’s presence in the UK is regarded as not conducive to the public good due to conduct, character, associations, or other factors.
  • If the candidate is subject to an order to be temporarily or permanently removed from the country.
  • When there are criminal grounds for criminal charges and offences.
  • If the candidate lied or gave false information on their application.
  • If the applicant has broken immigration rules before (except for overstaying times, which are allowed under paragraph 39E of the immigration rules).

People who are already in the UK must not have broken any immigration rules and must not be on immigration bail.

Validity Requirements

The validity of the application is a prerequisite to determining its eligibility and acceptability. The Home Office will look over the application to make sure the right form was used, the right and necessary supporting documents were sent, and the right fees were paid.

If the caseworker thinks that the requirements for validity have not been met, they have to choose whether to ask the candidate for more information, reject the application, or continue with processing using the information that has already been given.

Awards and scholarships

Applicants who received a scholarship from a UK government or foreign organisation in the year before the application must include written permission from that organisation to apply. The permission must be in the form of a letter and be sent with the application.
